Background (from his website) He was born in Utah while his mother was finishing college and moved the Kingdom of Tonga where he graduated from Tonga High School.  In 1997, he moved to Hawai’i and studied Political Science and International Business at Brigham Young University-Hawai’i. Upon returning from serving a mission in Tokyo, Richard enlisted in the United States Army. He served in Operation Enduring Freedom and was stationed in Kuwait with 3rd Army. Richard continues to serve his country as a Paralegal for the legendary 442nd/100th Infantry Battalion. In 2012, Richard was elected to the serve in the Hawai’i State House of Representatives District 47.  He is a member of the House Education; Higher Education; Energy and Environmental Protection; Ocean, Marine Resources & Hawaiian Affairs; and Water & Land Committees and also serves as co-chair of the Hawaiian Caucus.

As the Representative of my community, I would not support any taxes on our senior citizens, especially those on fixed incomes. I would also work to increase economic opportunities for our youth and working families."

 

"The GMO industry did save the papaya industry but there are concerns with the pesticides issue and where exactly the technology is going. I have been approached by a number of families who actually work in these areas and they're afraid they're going to be thrown out on the streets they're going to lose their homes and their jobs. they're not going to be able to take care of their families if we just go in and wholesale shut this whole industry down."

"I have, I have supported it and I have voted for the bill. Unfortunately the bill died but there are some pretty serious complications.... The Counties don't have Departments of Agriculture... The subject matter experts for agriculture is the state of Hawaii so we need to make sure that the state is doing what we need to do and that we are empowering that state department of agriculture to be able to go out and address these issues which haven't been adequately addressed at the state level and also the Federal government, there are some federal concerns with are we going to require that in the state of Hawaii."
